The rise of violent extremism in Europe has been linked to the failure of migrants to integrate, in a hard-debated joint declaration by EU governments on the recent terror attacks.

The statement by EU home affairs ministers was described by Horst Seehofer, Germany’s interior minister, as a “great sign of solidarity” when delivered on Friday but it had been heavily watered down from a controversial initial draft.

ICC Uighur genocide complaint backed by parliamentarians around world

The chief prosecutor of the international criminal court has been urged by an international alliance of parliamentarians to accept a complaint alleging genocide by China against its Uighur Muslim minority.

The complaint, backed by more than 60 parliamentarians from 16 countries, says the Chinese government may be committing crimes amounting to genocide and other crimes against humanity against the Uighur and other Turkic peoples.

The French president’s response to Islam is shot through with hypocrisy and illiberalism

Letters complaining about newspaper articles are unexceptional. Not so letters from the Élysée Palace. Last week, the Financial Times published, after the killing of teacher Samuel Paty in Paris and of churchgoers in Nice, an article by its Europe correspondent, Mehreen Khan, critical of French president Emmanuel Macron’s policies towards Islam. Macron’s desire to “use the state to prescribe a ‘correct’ religion”, she wrote, has “more in common with authoritarian Muslim leaders than enlightenment values of separating church and state”.

Macron responded with a letter-cum-article defending himself and his policies and accusing Khan of “misquoting” him – he insisted he had never talked of “Islamic separatism”, as Khan suggested, only of “Islamist separatism”. By the time the FT published Macron’s letter, however, it had removed Khan’s article for “factual inaccuracies”. One could read the criticism but not what was being criticised. Newspapers do sometimes excise articles – I’m sure the Observer has done so. But they should do so only in truly exceptional circumstances, and then give a full account as to why. The removal of offending articles after criticism is, however, becoming a more acceptable part of our culture.

These policies, like much of the French response to Islam and terror, are shot through with hypocrisy and illiberalism

Country to end lenient punishments for ‘honour’ killings and decriminalise alcohol amid reforms

The United Arab Emirates has ended lenient punishments for so-called “honour” killings, lifted a ban on unmarried couples living together and decriminalised alcohol, in reforms to personal laws.

Foreigners living in the Gulf state will also be able to follow their home country’s laws on divorce and inheritance, rather than using UAE legislation based on Islamic religious law, government-linked media reported.

Until a few weeks ago, the cloud that spread across the world in the spring had perhaps displaced another in most people’s minds. Yet as the second wave of the pandemic strikes Europe, an older horror is resurging too. Monday’s deadly terrorist attack in Vienna killed four people and wounded 22. It followed the beheading of the French teacher Samuel Paty by a man angered that he had shown pupils caricatures of the prophet Muhammad, and a knife attack at a church in Nice last week that claimed three lives. In the wake of the Austrian attack, the UK raised its terrorism threat level to severe, its second highest level, indicating that an attack is judged highly likely. The home secretary, Priti Patel, described the decision by the independent Joint Terrorism Analysis Centre as a precautionary measure, rather than a response to specific information.

Monday’s attack took place in the last few hours before Austria reentered lockdown to curb the spread of Covid-19. Police shot dead a gunman, but are still determining whether he acted alone or with others. They have identified the 20-year-old man as a citizen of both North Macedonia and Austria, who had been released early from prison after his conviction for membership of Islamic State.

England’s most senior faith leaders have challenged the government’s decision to ban communal worship during the second lockdown, telling Boris Johnson there is no scientific basis for the move.

In a marked change of tone from the lockdown earlier this year, the faith leaders say: “We strongly disagree with the decision to suspend public worship during this time.”

New national restrictions are due to come into effect in England on Thursday, after MPs vote on them, and remain in place at least until 2 December.

The Turkish president, Recep Tayyip Erdoğan, minced no words in his recent diatribe against his French counterpart, Emmanuel Macron. “Macron needs mental treatment,” Erdoğan said. This blast from Ankara came in response to Macron’s announcement of a series of measures intended to “reform” the practice of Islam in France and end “Islamic separatism” – proof, to Erdoğan, that Macron had “a problem with Islam”.

Then, just five days later, on 29 October, a newly arrived Tunisian immigrant killed three Christians at prayer in Nice. France had yet again been the victim of “an Islamist terrorist attack,” Macron proclaimed. He did not need to remind his countrymen of the beheading of schoolteacher Samuel Paty by another immigrant, this one of Chechen descent, in broad daylight two weeks earlier, or of the prior stabbing of two people outside the former offices of the satirical newspaper Charlie Hebdo. The execution of Paty, the murders in Nice, and the Paris stabbings are just the latest in a series of attacks that have claimed the lives of 260 French citizens since 2012. No one can deny that France has a terrorism problem.

Nasreen Bibi never saw the face of her killer. The 44-year-old had just finished work for the day, vaccinating children against polio in Chaman, Pakistan. As she and her co-worker, Rashida Bibi (no relation), stood waiting for a rickshaw home, a motorcycle skidded up in front of them carrying two masked men.

The men did not utter a word, but through the churned up dust that filled the air, Rashida remembers seeing the raised pistol, hearing the shots and feeling the pain as the bullets hit her hands, her thighs, her back and her stomach. Rashida fell to the ground and felt Nasreen crumple beside her, blood pouring from a dark hole in her forehead.

This polio drive is corrupting our society and I am not in favour of it. Why not give all jobs to men rather than women?

France is now a deeply unsettled country, and Emmanuel Macron should seek to reassure his citizens.

Instead, the president has ramped up tension by clashing with Islam in an attempt to make “fear change sides”. The French government has closed mosques, searched homes and shut down associations in a crackdown on radical Islamism that has inflamed moderate Muslims in this country and around the world.

Maybe he knew what he was doing. Maybe he didn’t. Either way, Emmanuel Macron set France and Europe on a new collision course with the Islamic world last month – all in the name of freedom. Last week’s spate of lethal terror attacks suggests the French president may have started something he cannot finish.

Macron’s impassioned speech on 2 October, vowing to fight “radical Islamism”, eradicate “separatism” and uphold secular values at all costs, foreshadowed this latest crisis. It was seen at the time as a mainly domestic political exercise, intended to spike the guns of France’s far right before his 2022 election campaign.

 Then an idea occurred to Abraham which he disclosed to his wife (Sarah), 'I want to call on my dependents I left (at Mecca).' When he went there, he greeted (Ishmael's wife) and said, 'Where is Ishmael?' She replied, 'He has gone out hunting.' Abraham said (to her), 'When he comes, tell him to change the threshold of his gate.' When he came, she told him the same whereupon Ishmael said to her, 'You are the threshold, so go to your family (i.e. you are divorced).' Again Abraham thought of visiting his dependents whom he had left (at Mecca), and he told his wife (Sarah) of his intentions. Abraham came to Ishmael's house and asked. "Where is Ishmael?" Ishmael's wife replied, "He has gone out hunting," and added, "Will you stay (for some time) and have something to eat and drink?' Abraham asked, 'What is your food and what is your drink?' She replied, 'Our food is meat and our drink is water.' He said, 'O Allah! Bless their meals and their drink." The “vision of horror” in Nice, as police described the scene of a fatal knife attack in a church on Thursday, is a serious challenge for Emmanuel Macron. President has become a hate figure in Islamic world over response to death of Samuel Paty

On 6 October, when Samuel Paty, a popular history and geography teacher in a quiet Paris suburb, presented a copy of the cartoons of the prophet Muhammad which provoked the attack on Charlie Hebdo magazine five years ago, he self-evidently had no idea of the tragic consequence for his own life, French society or France’s relations with the Islamic world. What was intended as a classroom exploration of the freedom of thought has turned into a mini-clash of civilisations.

President Emmanuel Macron’s plan for education to combat extremism should be strengthened by the horrifying killing of a teacher

It is difficult to convey the sheer horror of the decapitation last Friday of a French secondary school teacher, Samuel Paty, in Conflans-Sainte-Honorine near Paris. Such extreme violence is designed to terrorise and traumatise, and it does. Children should not under any circumstances be confronted with this level of brutality, let alone in the course of their education. France’s roughly 1 million teachers should have no reason to fear going to work.

It is a savage irony that President Emmanuel Macron recently announced additional funding for schools and an expansion of academic research on Islamic culture, as part of a package of measures in a new law against religious separatism. Official recognition that alienation and division are driven by poverty and lack of opportunity, as well as radical Islamist ideology, was overdue. The increased emphasis on inclusion was a hopeful sign, although the French aversion to recording ethnicity and religion in official data remains an obstacle to public policy with measurable outcomes.

Two-year BBC News Arabic investigation uncovers horrific conditions, with boys as young as five facing violence and sexual abuse

An April evening in the suburbs of Khartoum. After months of undercover work, I had learned to time my visits to khalwas, Sudan’s Islamic schools, to coincide with evening prayers. I entered while the sheikhs (teachers) and 50-odd boys dressed in their white djellabas were busy praying. As they knelt, I heard the clanking of chains on the boys’ shackled legs. I sat down behind them and started filming, secretly.

I began investigating after allegations emerged of abuse inside some of these schools: children kept in chains, beaten and sexually abused. Khalwas have existed in Sudan for centuries. There are more than 30,000 of them across the country where children are taught to memorise the Qur’an. They are run by sheikhs who usually provide food, drink and shelter, free of charge. As a result, poor families often send their children to khalwas instead of public schools.

After such attacks there are always claims that “free speech isn’t worth it”. Hardly had news begun filtering out about the 2015 Charlie Hebdo murders than there were suggestions that the cartoonists had brought it on themselves. The same will no doubt happen again.

Chinese detention 'leaving thousands of Uighur children without parents'

Researcher says Xinjiang files reveal government strategy of long-term social control

Thousands of Uighur children appear to have been left without parents as their mothers or fathers were forced into Chinese internment camps, prison and other detention facilities, according to evidence from government documents in Xinjiang.

Records compiled by officials in southern Xinjiang and analysed by the researcher Adrian Zenz indicate that in 2018 more than 9,500 mostly Uighur children in Yarkand county were classified either as experiencing “single hardship” or “double hardship” depending on if one or both parents were detained.

The Uighurs are a predominantly Muslim Turkic-speaking ethnic group, primarily from China’s northwestern region of Xinjiang. They have been subject to religious and ethnic persecution by Chinese authorities, with rights groups claiming that in recent years more than 1 million people have been held in detention camps.

From mute to menacing: why TV's portrayal of Muslims still falls short

Though representation has increased, Islam on TV is still largely centred around terrorists and oppressed women. What we need is more complexity – and fewer dangerous cliches

In 2017, Emmy-winning actor and activist Riz Ahmed gave a speech in Parliament about diversity on screen. “Representation is not an added thrill [because] what people are looking for is a message that they belong,” he said. Soon after, the Riz test – the equivalent of the Bechdel test for the representation of Muslims in the media – was established. Its criteria ask whether the characters in a TV show or film are identifiably Muslim, and then whether they are a terrorist; irrationally angry; anti-modern; a threat to western values; or a misogynist (or in the case of a female character, oppressed by male characters). If any of the answers are yes, the test has been failed.

In his speech, Ahmed went on to ask: “Where’s the counter-narrative? Where are we telling these kids that they can be heroes in our stories, that they are valued?” While more Muslims are represented on our TV screens than ever, it seems that representation isn’t the easy utopia that many imagined it would be. Nuance is lacking, and the representation that does exist leans towards a male-oriented presence. As diversity boxes are ticked, and hijabs scattered here and there, the nuance of Muslim identities is strangled further.

‘A life force’: the swimming group making waves in western Sydney – a photo essay

For the Swim Sisters, a group of women from Islamic backgrounds who meet regularly for swimming training, their camaraderie has created ripples beyond the water

Dima Fasi is part of the Swim Sisters, a women’s swimming group that regularly meets at Auburn’s Ruth Everuss Aquatic Centre in western Sydney and also at Clovelly beach in the eastern suburbs. It isn’t a squad or a competitive training group, rather a group of women from diverse backgrounds who swim together regularly. They’re there for exercise, improving their swimming and water safety skills and also for each other.

“It’s all in one – you get your exercise, you’re doing what you love, you’ve got this really good friendship with these girls,” Fasi says. “It becomes like a sisterhood. We’re swapping advice, we’re motivating [and] encouraging one another.”

Ask most people to visualise a Muslim and they will likely picture someone of Asian or Arab descent, with a beard, perhaps, or some sort of head covering. Certainly, this is typically the image that is portrayed across our social media feeds, front pages and TV screens.

While there have been prominent Black Muslim figures such as Malcolm X and Muhammad Ali, Black Muslims as a whole are rarely featured. In a way that’s not surprising: according to a Muslim Council of Britain study, the vast majority of British Muslims are of south-east Asian heritage, while Africans, African-Caribbean and “other” Black people on make up about 10%.

A new report has opened the lid: for much of what the party dislikes, Muslims could not be a better scapegoat

Remember Islamophobia? More specifically, remember Islamophobia in the Conservative party? I cannot blame you if you don’t. A few things have happened since the Tories committed to launching an inquiry last year. On the list of concerns about the party in government – after a year in which a pandemic stripped bare its incompetence and dishonesty – prejudice towards Muslims is nowhere near the top. Even in stable times, attempting to get some attention, some media scrutiny, some outrage about the scourge of Islamophobia in the Conservative party was to be stonewalled by indifference at best, hostility at worst.

Given that the party appointed a woman who does not believe in structural racism to the government commission on racial inequalities, the Tories’ investigation into their issues with race and Islam is unlikely to be a rigorous affair.

This brilliant idea will make little sense, however, if anti-Muslim hatred is not part of their portfolio. Because instead of building a “truly anti-racist union”, as the president of the European commission, Ursula von der Leyen, would wish, we have so far built an anti-Muslim one.

Prejudice against Muslims exists in every corner of Europe. Not only do we collectively devalue and discriminate against Europeans who follow Islam, but the incidence of violence against Muslims is increasing.

Justice and the Rohingya people are the losers in Asia's new cold war

Attacks against the Muslim minority in Myanmar have gone unchecked as regional players focus on their own interests

The persecution, ethnic cleansing, and attempted genocide of Rohingya Muslims in Myanmar’s Rakhine state is an affront to the rule of law, a well-documented atrocity and, according to a top international lawyer, a moral stain on “our collective conscience and humanity”. So why are the killings and other horrors continuing while known perpetrators go unpunished?

It’s a question with several possible answers. Maybe poor, isolated Myanmar, formerly Burma, is not important enough a state to warrant sustained international attention. Perhaps, in the western subconscious, the lives of a largely unseen, unknown, brown-skinned Muslim minority do not matter so much at a time of multiple racial, ethnic and refugee crises.

Last month Narendra Modi, India’s strongman prime minister, performed the religious rites to consecrate the building of a Hindu temple on the site of a mosque whose destruction two decades ago sparked deadly nationwide riots. The ceremony saw Mr Modi appropriate the role traditionally performed by Hindu kings. “The entire nation is under Ram’s spell today,” the prime minister told his audience. “By God’s grace, a golden chapter is being written by India.” The message that a bright future is to be divinely blessed has not reached the heavens.

India used to boast of having the world’s fastest-growing major economy. It now has the fastest-growing coronavirus crisis, with almost 100,000 new infections reported each day. Its GDP has contracted by almost a quarter. The country makes up one third of the world’s new Covid cases and appears to have underestimated the disease’s prevalence. India’s youthful demographics help keep its Covid mortality rate low. However, in absolute numbers the country’s coronavirus death toll is only surpassed by Brazil and the United States.

Facebook’s alleged political bias and its role in spreading anti-Muslim hate speech in India is to come under scrutiny when senior executives are summoned before a parliamentary committee.

The committee hearing on Wednesday follows allegations in the Wall Street Journal that the company’s top policy official in India, Ankhi Das, had prevented the removal of hate speech and anti-Muslim posts by politicians from the ruling Bharatiya Janata party (BJP) in order to maintain a good relationship with the government, a claim the company denied.

Human rights campaigners are calling on US authorities to ban all imports of cotton from the Chinese province of Xinjiang after allegations of widespread forced labour.

Two identical petitions, delivered today to US Custom and Border Protection, cite “substantial evidence” that the Uighur community and other minority groups are being press-ganged into working in the region’s cotton fields.

            How China uses Muslim press trips to counter claims of Uighur abuse

            Heavily supervised visits to indoctrination centres present reporters with smiling inmates and tales of cultural acceptance

            Journalist Sherif Sonbol was taking pictures of ethnic dancers during an official tour of China’s far western Xinjiang province when he noticed a room full of women being trained to use sewing machines. He realised he was in one of Beijing’s network of political indoctrination camps, where – according to the United Nations – China is detaining up to one million members of the mostly Muslim Uighur minority.

            Sonbol, an Egyptian photographer and editor, was one of at least 80 journalists taken to Xinjiang since 2015 on the “Silk Road Celebrity China Tour”. He left convinced that accounts of mistreatment inside the re-education centres were untrue. “I keep hearing people saying the education centres were where they torture people,” he said. But the enthusiasm of the dancers impressed him, “Look at their faces! You know these are very happy people.”

            In the pre-dawn hour, as the dark becomes less sure of itself, I get up to go to the hospital. It’s cold, and I have to fast before this surgery, so I take my Lexapro pill with a sip of water right away. I was diagnosed with cholesteatoma before the pandemic locked the world in its grip, and went on to the public waiting list. The ENT specialist told me it was a routine surgery, a cutting away of abnormal growth behind the ear canal; decades ago, people died from this, their own skin growing into their brains. There was some risk of deafness, or damage to a nerve that could paralyse half of my face, but he had never slipped yet.

            I’m the kind of man who assumes such odds exist to spite me, so I was not reassured. My fiance, Hannah, drove us to St Vincent’s at 6am, and the roads were busy, maybe because the restrictions were set to ease the next day and people couldn’t wait, or maybe because capitalism is a death cult that will brook no surcease, people gotta eat or work to pay the landlords, and we passed the time by shaking our heads at everyone’s foolishness as a way of ignoring our own.
