Questions about Ramadan, regarding fasting and the mechanics of sunrise/sundown

Hello I am an atheist, but I find religions interesting, so I wondered if you could answer some questions. I talked with a muslim friend about this, but he said that he was not knowledgeable enough on the subjects to give a proper answer, as well as being somewhat addled after 20-odd hours of fasting.

I have noticed that several religions have some requirement for fasting, in various degrees. Why is fasting during Ramadan important? Why fasting, why during Ramadan, and why when the sun is up?

I also live in a polar region, and so there is currently no period during which the sun is down. What I've understood is that muslims agreed that more than 22 hours of fasting was unreasonable, and so anyone in a city with less than 2 hours of night per 24 hour period would fast either in the time of the closest city with more than 2 hours of night, or during the hours where it would be daylight in Mecca. How was the decision made that more than 22 hours was unreasonable, as opposed to (say) 20 hours? Why is it reasonable to follow the hours of Mecca? Why don't all muslims follow the hours of Mecca?
